I beg to ask the Under Secretary of State for the Colonies whether any communication has been received from the Governor of British Guiana, since his appointment, with reference to the granting of a charter to Georgetown; and, if not, whether, provided a Petition to Her Majesty be received from the Mayor and Council, unanimously supported by the inhabitants, the Secretary of State will give the same his favourable consideration?
