MR. ESSLEMONT

I do not rise for the purpose of objecting to the Third Reading of the Bill, but I think it right to say that we ought in fairness to have had an opportunity of discusssing this Bill before 12 o'clock at night. As, however, the measure embodies an improvement upon the existing state of things in regard to Parliamentary elections, I shall offer no resistance to the Third Reading.
