I beg to ask the Under Secretary of State for Foreign Affairs whether he can lay upon the Table of the House the agreement recently made with the Government of the United States, and signed at Washington, regarding the restriction of the taking of seals in Behring's Sea and on the islands therein: and whether he can state what progress has been made with the negotiations between Her Majesty and the President of the United States for the submission to arbitration of the various questions recently debated between the two Governments relating to the seal fisheries in Behring's Sea?

The agreement will be laid as soon as the signed copy is received from Her Majesty's Minister at Washington, who expects to proceed at once with the discussion of the terms on which the references to arbitration of the various questions pending between Her Majesty's Government and that of the United States shall be conducted.
