I beg to ask the First Lord of the Treasury whether, considering the time likely to be consumed in attempting to pass, and the difficulty of passing, the Elementary Education (England) Bill this Session, the Government will follow the precedent of "The Local Government (Scotland) Act, 1889," by a clause distributing the fee grant for the current year In such manner and in accordance with such conditions as may be set forth in a Minute of the Education Department to be forthwith laid before Parliament, leaving the question of permanent or future legislation to be dealt with next Session?

I do not think the House would be prepared to relegate to a Public Department a matter such as this, in which it takes so wide an interest.
