I beg to ask the Lord Advocate whether the Scotch Code will be amended so as to free education up to the limit of compulsion in point of age, namely, 14, irrespective of the standard which the child may have reached?

I shall lay on the Table to-night a Minute of the, Scotch Education Department altering Article 133 of the Code, so as to provide that instead of the present rule, which makes the 5th standard the limit of free education, no fees shall be exacted from scholars who are between 5 and 14 years of age. The words of the Resolution of the Committee are as follows:— That in place of the words 'No fees shall be exacted from scholars who have not yet passed the Fifth Standard shall be read the words' No fees shall be exacted from scholars who are between 5 and 14 years of age.'
