I beg to ask the Secretary of State for War, in view of the great anxiety experienced by the purchase officers of the Army, relative to their position as affected by Royal Warrants, when it is probable that the Army Estimates will be brought before the House, and when an opportunity will be given for the alleged grievances of the officers to be fully discussed?

I should wish to point out to my hon. and gallant Friend that the great anxiety of the purchase officers for a Debate on this subject might have been gratified either on February 19 or 23 or March 5, in Committee on Army Esti- mates, or some effort might have been made to obtain a day by ballot. It will be for my right hon. Friend the Leader of the House to fix the day when Army Estimates can again be taken, but personally I shall be very glad to discuss this matter as soon as possible.
