I beg to ask the President of the Board of Trade if he has come to a decision upon the means of prosecuting at the public expense offenders against "The Merchandise Marks Act, 1887," and if fresh legislation will be necessary?

There has been some delay in this matter, as it has required very careful consideration from a legal point of view; but I am advised that legislation will not be required to enable the Report of the Committee on this point to be carried into effect. I am in communication with the Attorney General as to the manner in which this should be done, and I propose, of course, to address a communication to the Treasury on the subject.
