HICKS BEACHThere has been some delay in this matter, as it has required very careful consideration from a legal point of view; but I am advised that legislation will not be required to enable the Report of the Committee on this point to be carried into effect. I am in communication with the Attorney General as to the manner in which this should be done, and I propose, of course, to address a communication to the Treasury on the subject.
