On behalf of my hon. Friend the Member for Cork (Mr. Parnell), I beg to ask the First Lord of the Treasury when he will be in a position to state what arrangements he intends to make for the representation of Irish interests on the Royal Commission to inquire into the labour question?

I think it would be more convenient that I should make a complete statement when I communicate to the House the terms of reference and the names of the Commissioners.

MR. SEXTON

Do we understand that the terms of reference will be communicated before the Commission is appointed?

MR. W. H. SMITH

As to that I cannot give an absolute answer.
