I beg to ask the Secretary of State for War if he is in a position to state the number of officers wanting to complete the establishment in the Volunteer Force; and bearing in mind the increased duties and expenses falling upon those serving by a reduced number, what steps he proposes to take in the matter?

The vacancies for officers of Volunteers are at present for 46 field officers, 161 captains, and 1,194 subalterns. This deficiency of officers is engaging my serious consideration; but it is very difficult to devise a remedy, and I shall be extremely glad to consider any suggestion my hon. Friend may have to offer.
