§ ٭ THE SECRETARY OF STATE FOR WAR (Mr. E. STANHOPE, Lincolnshire, Horncastle)The vacancies for officers of Volunteers are at present for 46 field officers, 161 captains, and 1,194 subalterns. This deficiency of officers is engaging my serious consideration; but it is very difficult to devise a remedy, and I shall be extremely glad to consider any suggestion my hon. Friend may have to offer.
