HC Deb 06 February 1891 vol 350 cc146-7
MR. TUITE (Westmeath, N.)

I beg to ask the Chancellor of the Exchequer whether in any circumstances other than an emergency, the head of a Department of State can compel the attendance of Second Division clerks beyond the hours laid down in Clause 3 of the Order in Council of 21st March 1890?

MR. JACKSON

It would be quite contrary to the principles and practice of the Civil Service to lay down any rule as to when compulsory extra attendance can be required. The overtime is paid for, and it must rest with the head of the Department to say when it is necessary to require it in the public interest.
