I beg to ask the First Lord of the Treasury whether the attention of Her Majesty's Government has been drawn to the American Copyright Bill, and its probable effect on the British printing and publishing industries; and whether any facilities would be granted to a private Member bringing in a Bill to enact similar conditions for British copyright, but with an extension to all countries, adhering to the Convention of Berne?

Proposals for legislation on this subject have been before the Congress of the United States for the last three years or more. I do not think it necessary to consider any such suggestions as those made by my hon. Friend until an Act is passed, and we are acquainted with the shape in which it becomes law.
