§ MR. MATTHEWSYes, Sir; such a Petition has been received. I have recently appointed a Departmental Committee to inquire into this and other similar representations that have reached me from subordinate officers of the Prison Service, and I shall be assisted in the reply, which in due course will be made to them, by the conclusions at which the Committee may arrive.
