I beg to ask the President of the Local Government Board whether the money placed at the disposal of County Councils, under "The Local Taxation (Customs and Excise) Act, 1890," was intended to be so employed as to benefit the agricultural labourer equally with the artisan?

The Councils of Counties and County Boroughs are empowered, in their discretion, to apply the moneys which are placed at their disposal under "The Local Taxation (Customs and Excise) Act, 1890," for the purposes of technical education, under the Technical Instruction Act, 1889. That technical education is intended to include not only technical instruction but manual instruction, and the latter comprises instruction in processes of agriculture.
