I beg to ask the President of the Board of Trade in what position the negotiations with Foreign Governments with reference to the adoption of the universal load line now stand; and whether he will press on these negotiations?

In August, 1890, the Foreign Office, at the request of the Board of Trade, called the attention of the Governments of all maritime countries to the provisions of the Merchant Shipping (Load Line) Act, 1890, but no final replies have yet been received.
