I beg to ask the Under Secretary of State for India whether the final telegram to the Viceroy of India regarding the Factory Act, contained in Parliamentary Paper, No. 224, presented on 5th May, and ending "By decision of Her Majesty's Government Bill must be passed without delay," was sent by "the Secretary of State in Council," and after the Council had had due opportunity of expressing an opinion as provided by law?

The telegram was sent as urgent, under Section 26 of the 21st and 22nd Vic, cap. 106, and subsequently submitted to Council as therein prescribed.
