I beg to ask the First Lord of the Admiralty whether instructions have been issued prohibiting the enrolment of recruits for the Royal Naval Artillery Volunteers pending disbandment; and whether, having regard to the long service of this branch of the Reserve, he can now state his reasons for the proposed step?

The further enrolment of recruits for the Royal Naval Artillery Volunteers has been stopped, pending certain proposed organic changes in their present constitution. The reasons for such a change cannot be stated within the limits of an answer to a question.
