I beg to ask the Under Secretary of State for India if he will state who has given their instructions or orders to the officers commanding columns operating in Manipur; and if the conduct of all operations, civil or military, in Manipur is at present in the hands of the Military Authorities, or if civil officials exercise any authority in Manipur, or are furnished with any instructions giving them power in that district if the military operations should be successful?

The answer to the first paragraph of the question is—the Commander-in-Chief in India. The answer to the question contained in the second paragraph is that all operations in Manipur are in the hands of the Military Authorities at present.
