I beg to ask the Secretary to the Treasury is he aware that Mr. E. Murphy, Arbitrator to the Local Government Board, sat on the 1st June to hear claims for compensation re the Belfast Water Commissioners and property owners and occupiers in Oldpark, near Belfast; that the final hearing of objections was held on 28th October, 1890, and the final award only made on 6th April, 1891; whether Mr. Murphy lodged a copy of this final award with the solicitors for the Water Commissioners two months before it was signed by him for the purpose of enabling the Water Commissioners to consult Counsel with reference to the Act, which came into force on 1st April, 1889; and if any complaints have reached the Government with reference to the alleged delay in the publication of the award and the small amount of compensation given to property owners and others in Oldpark, Belfast?
