I beg to ask the Secretary of State for War whether he proposes to grant to Army Medical Officers the composite titles suggested by Lord Camperdown's Committee?

I am quite ready to recommend to Her Majesty the grant of composite military and medical titles if such a concession meets the wishes of officers of the Army Medical Staff; but I am met with the difficulty that this concession, although asked for in Sir Andrew Clark's letter of January 17 last, appears to be repudiated in his later letter of March 7. These officers, I should state, have not approached me or His Royal Highness the Commander-in-Chief through any recognised official channel, but I assume that Sir Andrew Clark is expressing their opinion on the subject.

Will the right hon. Gentleman bring on the Army Estimates sufficiently early to ensure a proper discussion on the matter?

I am afraid that it will not be in my power to prescribe when the Estimates shall be brought on.
