§ MR. MADDENAs a matter of fact the Bill is, in substance, identical with that which was introduced last year, which was proposed before the Report referred to by the hon. Member was published. In revising the Bill of last year, before re-introducing it, I had regard to this Report, as well as to various suggestions which persons interested in the measure were good enough to offer me.
