I should like to take the opportunity to express my appreciation of the great step forward which the passing of this Bill marks, because it puts an end to the whole system of poundage in the collection of Income Tax. I thank the Government very sincerely for having fulfilled their pledge to carry this great reform. Under this Bill neither assessors of Income Tax, collectors, nor clerks will be financially interested in the amount they collect or in the assessments they arrange.
