§ MR. MATTHEWSIt must depend on the course of Public Business, and on the progress made with other Government measures, whether any practical result can be attained by proceeding with the Employers' Liability Bill this Session. I should not proceed with it unless there is a reasonable prospect that the House will have time to carry-it through its stages.
