May I appeal to the hon. Member to allow this Bill to proceed? It is of importance to the public interest that legislative sanction should be given to these proposals without delay.

I would suggest to the right hon. Gentleman that if it is necessary to proceed with the measure he should put it down as first Order of the Day. I really must object to measures being rushed through after midnight.
