I do not find that anyone understands this Bill, and I beg to move the Adjournment.

The object of the Bill is simply to provide for payment of officials by salary instead of by poundage.

I am not at all convinced in my own mind of the propriety of such a change, and I must protest against the very objectionable practice on the part of the Government of moving important Amendments without a single word of explanation.
