I beg to ask the Secretary of State for the Home Department, seeing that he has stated that his opinion in regard to the Certifying Surgeon is based upon the best information, whether he will inform the House if he has consulted the Chief Inspector of Factories upon the subject, and also the Superintending Inspector, and the other Inspectors in the districts chiefly interested, namely, the cotton and woollen districts, as to the advisability of abolishing the Certifying Surgeon's certificate of fitness; and, if not, why not?

I have, in the ordinary course, consulted the Chief Inspector of Factories on this subject, and learnt through him the views of his Department. It is hardly reasonable to suppose that in dealing with this question I should fail to take advantage of all the sources of information at my disposal.
