I beg to ask the Lord Advocate how many poor rate defaulters there were in the combination of Govan, Scotland, on 20th June, 1889; how many of them subsequently paid their rates; what was the amount due on the said date; and what was the amount ultimately lost to the funds of the combination through defaulters during the year?
