*MR, GOSCHENComparisons are proverbially odious. I do not see any advantage in a public statement of censure inflicted on two great Departments, both of which, as a rule, perform their functions well. Nor could any comparison be fair looking to the different circumstances and size of the two branches in question.
§ MR. SEXTONMay I ask whether any Circular has been recently issued in connection with this or the Customs Department asking to be supplied with a Return of the nationality of the persons employed; and, if so, what is the object?
§ *MR. GOSCHENI am not aware of the fact; but if it is desired I will obtain the information. It is possible that it may have been the case.
