I beg to ask the Under Secretary of State for the Colonies whether the Royal Charter granted to the University of Trinity College, Toronto, gives it authority to examine candidates, and to issue degrees in the Faculties of Arts, Medicine, Divinity, Law, and Music outside the diocese of Toronto; whether the examinations in music, conducted on behalf of the University of Trinity College, Toronto, notified to be held in London at Easter, are still to be proceeded with; and whether he has considered the protest of the English Universities, the Royal Academy, and Royal College of Music?

This question is under reference to the Law Officers, and I therefore cannot, at present, make any statement as to the powers of this University. The Secretary of State has no control over the examinations, and has no information which would enable me to reply to the second paragraph of the question. The protests referred to in the concluding part of the question are under consideration.
