MR. BRYCE (Aberdeen, S.)

I beg to ask the Under Secretary of State for Foreign Affairs whether he can inform the Blouse if a settlement has yet been arrived at with the Chinese Government and the authorities of Thibet regarding the question of Sikkim; and, if so, what are the terms of settlement; and when Papers relating to the subject will be presented to Parliament?

I am happy to be able to inform the House that a Convention settling the boundary of Thibet and Sikkim, and other matters relating to it, has been signed by the Viceroy of India and the Plenipotentiary of the Emperor of China. The Convention is on its way to this country for ratification, and when this has been given it will be laid before Parliament.

The right Hon. Gentleman has not answered the question with regard to the presentation of the Papers relating to the subject. Does he propose to present any, and if so, when?

I presume that Papers will be presented when the Convention has been ratified.
