I beg to ask the First Commissioner of Works whether Constitution Hill is now the only road through the parks available for cabs but forbidden to bicycles and trycicles; and whether he will make arrangements that those vehicles be permitted to travel along Constitution Hill?

Under the Rules of the parks, dated in September last, bicycles and tricycles are not allowed on Constitution Hill. I do not think it would be well to propose to alter these Rules in that respect, at all events until we have experience of their working during the season, when, I suppose, a larger number of carriages, cabs, and equestrians may be expected to avail themselves of the road.
