MR. HENNIKER HEATON (Canterbury)

I beg to ask the Postmaster General whether his attention has been called to a letter, dated the 16th of April 1889, and sent by the Secretary of State for India in Council to the honourable Member for Canterbury, which contains the following words:— Viscount Cross would view with much satisfaction any reduction in the postal rates between England and India." "Such a reduction, if made, would be made mainly, though not exclusively, in the interests of England, and of the English community in India"; and, whether he intends to take action so as to reduce the postal rates to India?

I have seen in the Press the letter referred to by the hon. Member; but I have not received any official communication from the India Office on the subject.
