I beg to ask the President of the Local Government Board whether it is the fact that from the mode of allotment the County Boroughs gain considerably more revenue than they are equitably entitled to at the expense of the County Councils; and, if so, on what basis are the establishment, gun, game, and dog licences allocated?

Section 32 of the Local Government Act provides that an equitable adjustment shall be made respecting the distribution of the proceeds of the Local Taxation Licences and Probate Duty grant between each County Borough and the county in which, for the purposes of the Act, it is to be deemed to be situate. This adjustment may be made at any time before the end of this month by agreement, and in default of agreement has to be made by the Local Government Act Commissioners. Pending- this adjustment the interim payments out of the Local Taxation Account have been determined by the Commissioners, in most cases in pursuance of arrangements made by the Counties and County Boroughs themselves; but these payments will be subject to revision after the final adjustment has been arrived at.
