I beg to ask the Under Secretary of State for the Colonies if it may be understood that the final decision as to the increased military contribution proposed to be levied on the Straits Settlements will remain in abeyance until the promised Correspondence and Papers are in possession of the House?

As the Correspondence which it is proposed to give to Parliament will not be complete unless it comprises the final decision of Her Majesty's Government, I am afraid that it would not be possible that the decision should remain in abeyance until the Papers are in the possession of the House.
