I beg to ask the President of the Local Government Board whether he intends to introduce any legislation this Session to clear up the existing doubt as to the liability of County Councils to pay for the repair of the side-walks of roads and foot pavements of streets when such roads and streets are accepted as main roads?

My hon. Friend is, no doubt, aware of the decision of the Queen's Bench Division on the question as to the repair of footways of streets when such streets are main roads. I have no information as to whether it is the intention to appeal against the judgment in that case; but however that may be, I cannot hold out any expectation that the Government will propose legislation on the question during the present Session.
