I may, perhaps, be allowed a word of explanation. By the Act of 1882 provision was made for formal investigation by the Board of Trade into boiler explosions, and that power has been used beneficially by the Board of Trade. There are certain bodies exempted from these promises [Cries of "Objection."] I think I might be allowed to explain—
