§ THE PRESIDENT OF THE LOCAL GOVERNMENT BOARD (Mr. RITCHIE,) Tower Hamlets, St. George'sI hope I may be permitted to say that this Bill is introduced with a view to remove considerable defect in procedure under the Housing of the Working Classes Act; and a further Bill consolidates the law applying to England, Scotland, and Ireland. If the House will agree to the Second Reading we propose to refer the Bill to a Grand Committee where the details will be fully considered.
