BOLTONI beg to ask the Secretary of State for the Home Department whether there is a rule in the Metropolitan Police Force that all complaints shall be made individually; and, if so, whether he will alter the rule so as to permit the police collectively to represent their grievances in the form of Petitions and Memorials?
§ MR. MATTHEWSYes, Sir, there is such a rule, and I concur with the Commissioner in thinking that there would be grave objections to any alteration of the rule in the manner suggested.
