§ *MR. GOSCHENThe first thing is to secure the passage of the Bill. When that is done, and the time comes for the actual distribution of the moneys, the Scotch Education Department will issue a Minute setting forth the conditions on which the sum shall be applied in relief of the payment of school fees.
