CONYBEAREI beg to postpone until next week the question of which I have given notice, to ask the First Lord of the Treasury whether he will furnish a Return showing the number and objects of Reference of the several Royal Commissions issued since the year 1870, in which the Commissioners were precluded by the terms of Reference from embodying in their Report any recommendations for legislation or otherwise?
