entered the House at 10 minutes after 12 o'clock, but some time elapsed before a quorum was made. At 12.35, Mr. CALDWELL (Glasgow, St. Rollox), drew attention to the fact that there were not 40 Members present. The bell was rung, and, on the House being counted, Mr. SPEAKER declared that there were 40 Members present.
