I beg to ask the Under Secretary of State for India whether the explanation which, on the 24th May last, it was stated would be asked from the Government of India respecting the appointment of Mr. J. Beames, in spite of a recorded expression of opinion by the Lieutenant Governor of Bengal adverse to Mr. Beames' appointment to the Board, has been received; and, if so, whether he will lay it upon the Table of the House?

The explanation has arrived and can be laid on the Table of the House, if moved for. The hon. Member will see from it that the statement that the Lieutenant Governor recorded an opinion adverse to Mr. Beames' appointment is the reverse of the fact. The Lieutenant Governor recommended it.
