I beg to ask the Lord Advocate, whether he will communicate to the House the substance of the Report of the three medical experts appointed by the Secretary for Scotland, to examine the mental condition of J. W. Laurie, who was convicted of the murder of an English tourist in Arran: and, whether these experts unanimously reported that in their judgment Laurie was "not irresponsible;" and, if so, upon what grounds the Secretary for Scotland advised Her Majesty to commute the capital sentence?
