Owing to this Bill not having been printed yesterday the House was not able to pass it through all its stages, as was intended. Even if the House agrees to pass it through all its stages at the present Sitting, it cannot become law before Parliament re-assembles in January, because it will be impossible to pass it through the House of Lords. Still, if all the stages are passed by this House, I think action may be taken on the Bill by the company, although it has not formally become law. I therefore suggest that all the stages should be taken at once.
