I beg to ask the Chancellor of the Exchequer whether, considering the difficulty in which the Councils of counties and burghs in Scotland are placed as respects the application of the sums which they are empowered to apply for the purposes of technical education under Section 2 of the Local Taxation (Customs and Excise) Act of last Session, owing to the uncertainty of the continuance of the fund whence such sums arise, he can hold out a prospect that in future legislative steps will be taken to provide some fund from which sums may be available for the above-mentioned purpose?
