I beg to ask the Under Secretary of State for India if the Secretary of State in Council approved the submission by the Government of India to the Indian Legislature of the Factory Law Amendment Bill now before that Legislature; and whether the Secretary of State has now required the Government of India to report their views regarding the resolutions of the Berlin Conference, in order that the question how far those resolutions should be applied to India may be decided by the Secretary of State rather than by the Government of India?

The reply to the first paragraph is, Yes. To the second, No. I will take this opportunity of repeating a statement which I was instructed by the Secretary of State to make in reply to the hon. Member for South East Lancashire (Mr. Hoyle), which, I understand, has been inperfectly reported, namely, that the principles affirmed at the Berlin Conference are being, and will be, observed in India.
