I beg to ask the Postmaster General whether a Memorial addressed to the Treasury, and signed by 75 clerks of the 2nd Class of the Savings Bank Department, was sent to the Secretary of the Post Office to be forwarded on the 23rd July, but was not forwarded; whether the Secretary of the Post Office alleged as a reason for delaying and returning the Memorial to the signatories on the 7th instant, that in the interval a "Treasury requirement" had rendered the Memorial inaccurate; and, if so, what was the nature of the "requirement" referred to; and whether the memorialists on the 8th instant addresssd an amended Memorial to the Treasury; and, if so, will he, in view of the delay which has already occurred, kindly undertake that the second Memorial shall be forwarded forthwith?
