I beg to ask the President of the Board of Trade whether the 6th section of "The Regulation of Railways Act, 1889," has been brought into full operation; and, if not, what are the Railway Companies which are exempted from complying with its provisions, and what are the reasons for such exemptions, if any?

By 42 Railway Companies the provisions of the section referred to are already in operation. As regards some of the others, including the larger companies, whose stock of tickets amount to many millions, the 1st January, 1891, has been fixed by the Board of Trade as the date from and after which passenger tickets are to bear on their face the fare chargeable for the journey.
