Motion made, and Question proposed, "That the Order for the Second Reading be deferred till Monday next."

I should like to know whether this is a Government Bill or not; it was a Government Bill in the House of Lords, but in our Paper the asterisk is not placed opposite the Order. If it is a Government measure I want to ask the First Lord of the Treasury whether he will deal with it as he deals with other Government measures, and make such arrangements that there can be such a Debate as so important a question demands.

Clearly a measure of this importance does require the careful consideration of the House, and I will take care to make such arrangements as will permit of such consideration being given to it. Of course, after the Second Reading the Bill will be referred to one of the Grand Committees.
