I hope the Government will allow the House to go into Committee pro formâ on this Bill, upon which there is a general concensus of opinion, and its further consideration shall then be deferred until the 18th of June, thus allowing ample time for the preparation by the Government of Amendments, which will be willingly accepted if they do not affect the main principle of the Bill.

I regret that we cannot assent to this proposal. Though the Second Reading was carried, there was a general agreement that the Bill could not be allowed to pass in its present shape. Further time should be allowed for the consideration of Amendments on which all parties may possibly agree.
