§ MR. CUNINGHAME GRAHAMI beg to ask the Secretary of State for the Home Department if the workers in the steam laundries of Messrs. Vaughan and Company, of Cardiff, are under the Factory Acts; if so, how does it come that fines are exacted by this firm; and if Messrs Vaughan and Company's works are under the Factory Acts how is it that the Factory Inspector for the district has not brought this matter under the notice of the proper authorities?
